SRVUSD Update | Governor's Reopening Guidance

If there is one lesson we've learned through this pandemic, it’s that what was true yesterday can completely change today. As of January 14, 2021, all school districts in California have been provided with guidance regarding in-person instruction. This fifty page document supersedes all previous guidelines, with the exception of cohorts


Per today’s COVID-19 Reopening Guidance


  • SRVUSD is not considered open. “...if only some students were being served in-person in a school in a county in the Red Tier or lower (e.g., only students with disabilities) and all students in at least one grade did not have the option to return in-person as described above, the school has not “opened” or “reopened.” (pg. 6) Please note, these requirements were not communicated by the state or the county when we were implementing our reopening plans in the fall. 

  • TK-6 schools may reopen when Contra Costa County reaches case rates below 25 per 100,000 population. “...may not reopen for in-person instruction in counties with adjusted case rates above 25 cases per 100,000 population per day. They may post and submit a COVID-19 Safety Plan, but they are not permitted to resume in-person instruction until the adjusted case rate has been less than 25 per 100,000 population per day for at least 5 consecutive days.” (pg. 8)

  • While Contra Costa County is in the Purple Tier, the Governor’s guidance does not allow secondary students to return for in-person instruction in a hybrid model. “Schools may not reopen for grades 7-12 if the county is in Purple Tier.” (pg. 8)


We knew this guidance would greatly affect schools all over our state. However, we are committed to finding creative ways to address our students’ immediate needs in this challenging environment. 


Here is how we will ensure our students’ success: 


  • Expanding specialized small group instruction for TK-12 grades. Our goal is to get as many students as possible back on campus safely through the Guidance Related to Cohorts for Children and Youth. More information to come. 

  • Providing structured opportunities for social-emotional and academic support. Some of our immediate plans include ongoing wellness check surveys, group workshops/counseling, and Virtual Wellness Days. 

  • Implementing learning loss intervention strategies to ensure every student is at grade level standard, regardless of their learning environment. In our District, we’ve implemented a Universal Screening process that allows for consistent assessment of every student. From there, we are taking action to provide the support needed for each of them to succeed. 


As we are in the process of further analyzing the new guidance, we encourage you to review the State of California Safe Schools for All Hub, also released today, that includes extensive resources related to COVID-19 and schools. We are also waiting for further guidance regarding when all students with special education needs can return to school safely.


While fulfilling everyone's expectations is always the District's goal, the circumstances of COVID-19 forces all of us to accept what is simply beyond our control. In other words, these requirements come from the California Department of Public Health, not the school board. 


With that said, we will do our very best to communicate effectively and clearly when news arises and we will continue to work with you to support our students during this challenging time.
